How can I build muscle in my thys quickly?

And I think I have an athletic build, though I could be wrong. My waist is at least 4 or 5 inches above my belly button, and my hips are about an inch below my belly button. I’m pretty small. 33.5″ bust/27 or 28″ waist/33.5″ hip. I have a bit of flab over my stomach that I want to drop, and I want to build arm and leg muscle, as well as stamina. I really want to get into shape, and I’m pretty good in the leg department (soccer). So what can I do?
