Can I build muscle by doing Push Ups with additional weight?

I am also trying to tone my abs. My abs have a small amount of fat around them. It’s the only fat I can’t seem to get rid of.
My question is: how do burn the fat around my waist and build muscle on the rest of my body at the same time? I’ve been told to do cardio, but I thought you were supposed to avoid doing excessive amounts of cardio when trying to build muscle. If anyone has any tips, they would be much appreciated.

Not to mention my AAU basketball team that i’m on. So what should I be eating to keep my energy levels up and to build muscle. And how much should I be resting and stuff like that.
